  17. <p>An earliest ever budget measure passes; stimulus might face
  18. trouble

  20. <p>     "The whip has been cracked," grumbled Republican curmudgeon
  21. Jesse Helms. Yes, and hard enough that a rare visit by Vice
  22. President Al Gore to the Senate chamber turned out to be
  23. totally unnecessary; there was no tie for him to break.
  24. President Bill Clinton's budget resolution sailed through, 54
  25. to 45, with only two Democrats joining a solid Republican bloc
  26. in opposition to the proposal.

  28. <p>     That result was foreshadowed by a closer vote on a
  29. Republican amendment attacking what the G.O.P. claims is the
  30. President's most unpopular proposal: to impose income tax on 85%
  31. of the Social Security pensions of upper-income retirees, vs.
  32. 50% now. The Republican bid to reject that idea lost by a vote
  33. of 52 to 47. The final vote marked the first time since the
  34. present procedure was adopted in 1974 that the Senate had
  35. approved a budget resolution as early as March. Because the
  36. House of Representatives previously passed an only slightly
  37. different measure, odds are that a compromise setting broad
  38. dollar goals for spending and revenues will clear the full
  39. Congress before the Easter recess starts on April 2.

  41. <p>     A much dicier showdown, however, is coming this week, when
  42. the Senate takes up Clinton's plan for a quick $16 billion
  43. spending stimulus to the economy. Again it faces solid
  44. Republican opposition (though probably not a filibuster), and
  45. this time more conservative Democrats may defect. Clinton
  46. planned to get on the telephone to waverers, and his bill
  47. probably will pass in some form. But without weakening
  48. amendments? Stay tuned.
